Suggest this as a check: create a new user for test purposes. Log in as that user. Set up the sound as previously. Then check.

Also try performing a clean boot in a case where it doesn't work (Google or see tutorial if unsure how). Then check again.

Thanks for your suggestions. I might try the new user option, but the clean boot option is just too much for a relatively unimportant glitch.

As I stated earlier, it's not that it doesn't work, it's that it doesn't always work. It's sporadic.
