All of your drives are associated with the Recycle Bin on the C: drive. Anytime you delete a file from your other drives, it goes to a Hidden Recycle bin on that drive which is associated with the Recycle Bin on the C: drive. When you Empty the Recycle Bin, you are emptying all of the drives Recycle Bins.
Your standard SATA drives usually go to sleep unless you are accessing them, and will take a few moments to wake up when Emptying the Recycle Bin, especially standard SATA USB drives which will take slightly longer then internal drives and a lot longer the an SSD drive. So, any files that were deleted off of any other drives will slow down the process.
