欧博Battlenet stops downloading D4 at 50.08GB

I have an Ryzen9 on X670e with 64GB@4800mhz and 1TBGen5 NVMe (RadeonProW7600). I cannot get the Diablo game installed. I have checked the battlenet to see if there is an issue with servers in my area then I tried the following:
paused the download then clicked “options”, “game settings” / “downloads” changed my download limits/latest updates to seven nines and selected that checkbox.
Deleted the battlenet file:

||Press Ctrl + Shift + Esc to bring up the Task Manager.|
||Click the Processes tab.|
||Select all Agent, Blizzard Battle.net desktop app, and game processes, and click End Process.|
||Navigate to the folder containing the Battle.net directory:|
||Press Windows Key + R to open the Run dialogue.|
||Type C:\ProgramData\ into the Open field and press Enter.|
||Delete the Battle.net folder.|
||Run Battle.net and update the game to see if the issue persists.|
||If the error persists after you try these steps, another program may be causing the problem. Restart your computer and delete the Battle.net folder one more time.|
3)uninstalling the battlenet app, then re-installing
Open Control Panel.
Click Uninstall a program.
Right-click on Battle.net and select Uninstall. This will begin the uninstallation process.
Note: If you do not see Battle.net, look for Blizzard Battle.net desktop app.
If the client is not listed, manually uninstall the Battle.net desktop app:
Click Start ( Windows Key + Q in Windows 8), and select All Programs.
After locating the Battle.net desktop app, right-click the file and select Open File Location.
Move one folder up and delete the Battle.net folder.
Note: If you do not see Battle.net, look for Blizzard Battle.net desktop app.
Delete the Battle.net Tools folder to remove any remaining Blizzard Battle.net desktop app helper programs.
Reinstall the app.
THEN: I did this one more time but before re-installing battlenet I ran regedit from Windows and deleted all instances of “Blizzard” and “battlenet” from msc. I then deleted all battlenet folders. After everything was removed from my system I rebooted and ran the install again.
