Administrative Supervisor

Lead and direct the work activities and customer service of permit technicians and coordinate all department administrative work including support for other department supervisors, council and board reports and minutes, data practices, document management and records retention.  

  Essential Functions  

Supervise and lead permit technician staff and develop staff in a manner that inspires professionalism, strong communication, team building and alignment with city values.  

Schedule staff, assign work, monitor performance and lead by example in accordance with city values.

Prepare and conduct performance reviews and provide feedback to staff.

Foster a respectful workplace culture and champion diversity and inclusion.

Promote collaboration at all levels of the city and across all departments and divisions.

Recommend revisions to work procedures, training and equipment.

Recommend the development and enforcement of city rules, regulations, policies and procedures.

Participate in city-wide training designed to strengthen skills in areas such as communications, leadership, decision-making and problem-solving.

Oversee department customer service operations, focusing on support for the building division.  

Ensure the public receives efficient and timely customer service from department and division, ensure coverage of phones, front counter and electronic inquiries for service.

Provide advanced level customer service support when necessary to support and back up front-line staff.

Provide professional records retention support, respond to data requests and manage department information.

Assist with following up on and updating status of open and expired permits.

Monitor new developments and innovations that may impact the effectiveness and efficiency of operations in the division.                                                             

Serve as the administrator and technical lead for various software applications relating to division.


Perform high level administrative support.

Provide administrative support to supervisor and department director (including calendar management, meeting logistics, notices, agendas, minutes, reports and other documents needed to conduct business).

Coordinate administrative support for other divisions such as planning, economic development, housing, and related boards and commissions.

Oversee office supply inventory and other purchasing as needed.

Process and reconcile bills, submit requests for payment and monitor expenditures for accuracy and appropriateness.

Monitor the performance of office equipment and work with staff to maintain, repair or replace as needed.

Perform other duties as apparent or assigned.

Assist and provide information as needed to support department budgeting processes.

Keep up to date with industry and administrative tools and trends.

Participate in internal committees and represent the division/department/city externally as assigned.

 

  Qualifications  

Minimum Qualifications

Associate degree in related field or equivalent education and training

Two years of increasingly responsible administrative, office support and customer service experience

Demonstrated ability to lead others and provide work direction.

Demonstrated conduct/performance that supports and advances the City of Plymouth's mission and guiding values, as well as the City Council's strategic themes

Exceptional administrative and organizational skills, ability to prioritize and manage multiple projects, and demonstrated initiative and ability to work independently.

Desired Qualifications

Prior supervisory experience

Related municipal or other public sector experience.

PHYSICAL REQUIREMENTS

Very Frequent (Often required to perform the job): reaching (extending hands and arms in any direction), handling objects (grasping, turning or otherwise using hand or hands), repetitive hand motion, use of arm muscles over extended periods, stationary desk or bench work with neck bent forward. 

The employee must be able to lift and carry items from 0 – 24 pounds from 0 – 6 feet. Employee must be able to lift items such as files, reams of paper and office equipment.
